  Engineers said: "baggage handling systems of this size and complexity take 4 years to build, debug and deliver." Managers said: "the airport opens in 2 years, we told the customers that it will be done & delivered when the airport opens." The baggage handing system was done almost years after the airport opened. Was it late? Was it on time? How you answer this tells us whether you are a manager or an engineer.
