This is exactly what I was thinking. Spin up a whole new department that focus solely on internal tooling. Have multiple product teams that use strict agile methodologies iterating and releasing quickly. Sure it would be time consuming and expensive but so is Sap! Plus you would have much more control and flexibility over your tools
