TLDR: We spend too much time and money building detailed simulations and have lost the ability to gut-check proposals. I'm not sure that I entirely agree: I imagine that most people are still able to gut-check proposals, but that the simulations are required to placate naysayers and to check compliance, regulatory, and process checkboxes.
