You can be proactive by investing time into understanding strategic okrs and make strategic bets on what work COULD be high reward and pull something off the back log, but then youre gambling with your tome, and to be quite frank, its disrespect from leadership in the sense that they are given large sums of money to do THAT work and are either abdicating it or mismanaging.
