I really think we need to strengthen elections to keep these types of actions out.

  That's what the existing rules are supposed to be for. No amount of rule-making can salvage it when trust in the people has been so badly corroded. There is a large section of the US that believes in a widespread, successful effort to undermine democracy. Either they are right, and democracy is already gone, or they are wrong, and the fundamental basis on which democracy exists is stretched to the breaking point. Either way it's a self-fulfilling prophecy, and no amount of "strengthening elections" will change that. What's needed is even deeper -- a belief that elections can possibly be strong. And I don't see how that's possible in light of that tautology.
