The pipeline needs compressors (technical) but can't get them because they're repaired in foreign countries (political). The stupid thing is, somehow these facts seem to have got lost somewhere along the line and the European countries are convinced this is 4D chess by Russia instead of the exact outcome sanctions were intended to create.
