Because mobile web app performance is abysmal. What happened to "mobile first"? I don't know, but developers have given up on the mobile web. The few web apps wrapped in in a native app I use (restaurant apps) have garbage performances, the UI is completely unresponsive, taps take forever to register, scrolling is hijacked by god knows what library..., so much that even the website is faster for ordering food, so clearly, native apps aren't going anywhere given the state of the mobile web.
