Language is the first layer; it should be as simple as possible. Libraries then framework are the other layers, built on top of the language. A language designer is unlikely to understand all the needs of the language users, trying to solve complex problems at the language level can seem neat and powerful for the exact use case it was intended, and also unnecessary/cumbersome/too general or not general enough for many more use cases.
