Yes, this is exactly what I am getting at. The cell phone number is the user identity, and this is flawed thinking. Some people have more than one phone number, and some people use more than 1 PC. Signal fails miserably here, and so I think it has been relegated to a niche market. Everyone I know that tried Signal, also tried Telegram. Anecdotal, but we are still communicating with Telegram.
