The audio on https://en.wiktionary.org/wiki/care https://en.wiktionary.org/wiki/care and https://en.wiktionary.org/wiki/character https://en.wiktionary.org/wiki/character sound like the same initial sound to me. I've never heard anyone pronounce them differently.
