I did the whole layerying up thing a bit last winter - lowered temps in my apartment to 17 C (which isn't cold at all, if you're wondering about "pipes freezing" temperatures) and worm multiple layers. At 17 C, I was fairly miserable already. Of course, temperature perception varies a lot between humans, so it might be OK for you.
