I have a couple of old Core 2 Duo machines (2006-2008) and the web is largely fine on those, so long as you have uBlock Origin installed and make a point to avoid the sites that haphazardly slather on Javascript. Honestly a Core 2 Duo has more than enough power to cover the overwhelming majority of web site/app use cases if only developers cared about optimization.
