Either they annex the land and give Palestinians universal suffrage as the democratic country they claim to be, or unilaterally pull out of the land they are occupying (which includes land in Syria). They don't need to consult with Palestinians to withdraw to internationally recognised borders. There was no clear offer of statehood in any case, only negotiations where both sides accuse the other or themselves for failure.
