More like you should refrain from speaking in an environment with with security cameras and microphones... such as a mall. I don't like this either but I don't see why the mall shouldn't be able to monitor a signal. For instance, I don't see why they should not be able to record and store video received from an array surveillance cameras (even though I don't like it).
