Be aware home owners that share a building (apartment building) are by law required to setup an organisation to manage the building. These organisations are called VVE (Vereniging van Eigenaren - Organisation of Owners). These organisations /should/ make a plan regarding the foundations if it's relevant for the building. There's also some regulations in place on the minimum amount of money the organisation should put in a savings account monthly IIRC (a percentage of rebuild value of the building perhaps).
Certainly when I lived in The Netherlands (city of Dordrecht, with similar issue) we saved money each month through our VVE to eventually replace the foundations and also take care of other issues regarding the building.
I think in The Netherlands you can't really expect the municipal governments to foot this bill, as they've been trying to push this bill to home owners for a long while now. Even though, in my city at the time, many home owners felt the government was responsible the declining ground water level, but I think a judge ruled otherwise at some point.
