Very cool idea! I have developed no-code tools for artists, and worked for one of the best known game engines. Now, I don't think most of what you need actually requires AI. You are basically asking for a character customization tool, and maybe the backgrounds are the ones that could be auto generated. AI could also be used to beautify the rendering.
