I don't think it'll bring down "the whole system" like the poster is saying but certainly it will alienate some users from the software of the abusers. Unfortunately if it drives engagement of 2 people at the expense of becoming annoying to one person the app developers will keep over-using notifications.
I wish you could control at the OS level, there's only so few types of notifications when you really look into it:
- Some content is suggested for you (the worst imo)
- Some people interacted lightly with content you created (i.e. a like or retweet)
- Some strangers responded to content you created
- Someone you're connected to responded to content your created
- You received an unsolicited message from someone you're not connected with
- You received an unsolicited message from someone you're connected with or a group you're active in
I'd love to turn off notification across all apps for the first 5
