> Another theory: that for some people, hitting a problem is an excuse to stop working entirely and claim to be waiting on another team for support. I would like for this to be the case, unfortunately I've run into this same thing in many open source projects where it's random users that don't need excuses. I suppose an alternate theory for open source tickets like this is: users who are trying to buff up their github activity regardless of what that activity is.
