That's what you get when you refuse to maintain and develop infrastructure and then build over floodable areas, as many in this thread said. Same stuff as Katrina and many other less-visible disasters related to "sudden" "floods". Californians can remember the Oroville Dam spillway failure - it's all the same, negligence multiple times over, just on a bit less scale.
