Pakistan is a ridiculously flat country. As a greek, i cannot stand flat terains even one bit. Maybe flat terrains have the downside of flooding. I am not a priest of the climate religion, but maybe it is the case that flat ground doesn't guide the water to that one place, a river or something, and the water spreads all around. I am not familiar with water falling from the sky anyway, maybe a priest of the climate religion is better informed than me.
