This piece isn't really anti-China in the usual sense (denunciation of China's "treatment" of its muslim population, of its neocolnialistic policies, or basic infringements on human rights).
It feels more like a pro-globalized/unregulated economy piece. It's a sneer at every country trying to get self-dependent on chips (ie most of the major economies in the world) and at planned economy. The quotes are from Intel high officials. It sounds like they're simply using China as an example because it's "communism".
Honestly it just sounds like Intel trying to convince people to keep the economy globalized (which, obviously, is its own interest).
Going back to your point, I feel like those things (cities being safe, no homeless) have nothing to do with the issues people are finding with it. You can have people living decently in cities and still commit a genocide on the side.

Sure, you can take one article by itself and say this is neutral or slightly negative. No propaganda here! But what if 99/100 articles from NYT have the exact same tone? To me, that's propaganda. Throw in an author that used to live in China for extra "credibility". >Going back to your point, I feel like those things (cities being safe, no homeless) have nothing to do with the issues people are finding with it. You can have people living decently in cities and still commit a genocide on the side. Oh I absolutely agree. I think you're referring to the genocide of Uyghurs? As far as I understand it, it's not a genocide in a sense of mass killing. I think when people hear the word "genocide", they automatically think jews in WW2 or Native Americans in the US. It seems like China is putting them into mass education camps in order to brainwash the Islamist extremism out of them. This is China's way of dealing with Islam extremism. Is it right or wrong? I don't know. I just know that China has Islamophobia, just like the US and EU does as well. How do you think China should deal with Islam extremism/terrorism?
