You can build one using solar charging, battery storage and with grid power backup, for example, from first principles. The solar + battery storage part of the charging station is the power plant and you can build that with existing tech components. If you are focused on the business aspect of it more than the tech, you can instead focus on becoming an operator by choosing tech (charging stations) that is already available off-the-shelf and instead build a charging network (in a specific geography or market such as residential/apartments/parking lots).
