While I don't think that the impending ban is unconstitutional, I do find it a bit over-ambitious and likely to change between now and then because of some of the very logistical/material concerns mentioned, the arguments presented don't stand up as much more than typical "conservative" boilerplate (The IWF is pretty much a historically Neo-Conservative org, so that isn't surprising) around the "constitutionality". It's basically Chicago school wish fulfillment.
