Government[s]- plural, and international (though some are more progressive than others).
- standardUser 4y agoVery true, though the US had an outsized role in convincing other governments to enact zero-tolerance drug laws under multiple UN conventions. It's only in the last 20 years we've seen nations willing to buck the trend.
