"The federal government’s imperious National Capital Commission (NCC) seems to want to be the No Cars Commission, closing many of its parkways to vehicles on the flimsy excuse of encouraging outdoor exercise." What actually happened is that Gatineau Park went over 50% bicycle only (cars only on weekend afternoons and Wednesdays) and the scenic parkways around town which are closed to commercial truck traffic anyway, but do serve as important weekday commuter arteries, are reserved for cyclists on weekends. And are very actively used in those times. Flimsy excuse indeed.
