i doubt it because none of the following stuff is automated in any way. When the follower count drops enough then you qualify to request help and others just get a message asking them to follow the person. They can still decide not to follow the person, in which case they also lose the right to get help from others. I don't really see how this is more than just a community that supports each other, so hard to see how it would be against the rules.
