You can think of ways to make things easier for people who haven't learned it yet, but in the process it makes things difficult for the people who already learned it, because they need to learn something over again and also unlearn what they already learned. And in many situations, most people who need to learn it already have. In short, no one will approve something like this calendar change unless only 5 year olds get to vote.
