I guess the simplest (technical) solution is to just use IP geolocation data to redirect all HTTP requests from California to a "safe" page stating that the requested content is not the brain food you are looking for. You know, just give everyone in California the toddler treatment. That way we are sure that no Californian children (no matter their age) get in harms way.

As a California resident I agree with this. Maybe even ask for the person's age first, just to really annoy them when you ultimately kick them off of the site. My fellow California residents need to elect better leaders and a little annoyance goes a log way.
