#4 (general caution/conservatism) also seems believable to me. If things were going very well pre-covid (like if you’re a Google or Facebook), and you don’t know how much of that was attributable to the office environment for your particular company and processes, it’s less risky to RTO now and avoid the unknowns associated with transitioning to permanent remote work vs trying to undo things a few years from now. And if there’s too much pushback they can easily just not push RTO anymore
