Maybe rethink the core idea; why are web pages the valued part? Maybe instead, we need people to answer questions as real people... and then score/weigh/rank those answers/people. I just think Google is doing an amazing job for the web, and where it is failing is not with web search, but high quality answers from humans (and not marketing trash which Google is trying to fix this week)
