I think this is aimed to reduce the number of cars in a household, say from 2 -> 1. Not necessarily from 1 to 0.
- nicoburns 4y agoI guess it works for both, but as a European living in a city, I know far more households with 0 cars than with 2 (and indeed, more with 0 than 1 for that matter).
