Even SPV nodes, which is what is used in mobile wallets etc. Money transmitters are also required to have custody of funds, which is never the case for nodes or miners. You know nothing about the legal side, nor the technical side of this issue, so should probably stay out of it, because now you're just spreading misinformation.
