Sorry “call” is still correct in all the cases you mentioned, at least colloquially in the US.

  Born in the US and lived in many different states over many decades and I’ve never heard any reporter or crime documentary use “call” as a synonym for “email”, or “send a letter”, or “file a complaint”. To “call on” someone, maybe. But this says “call the cops”. Maybe I’m just getting old, but anytime I’ve heard anyone say they “called the cops”, they dialed them via phone.
