Congress implies UFOs have non-human origins

  > Yet now, according to Congress, “man-made” objects “should not be considered under the definition as unidentified aerospace-undersea phenomena.” Once you identify something as man-made then it isn't really unidentified is it? This seems like a really stupid leap to assume it means a nod toward alien technology.
