- jleyank 4y agoProvinces and countries that want to encourage them pay parents and/or provide services for them. Quebec, Scandinavia are two that I found quickly. Governments use their spending and taxing ability to generate the environment they wish. And some, it seems, just don’t give a sh*t about children.
