Are CIOReview, CIOViews, Insightsuccess Scam?

I was approached by CIOReview with a mail asking to feature my firm in their "Top 10 Emerging Cyber Security Company" award list. Do they actually distribute print magazines, anyone here have subscribed to them? According to some Quora answers they are scammers and seem to print limited copies of magazines which they only ship to companies who pay them to get featured. All other promises of magazine circulation are bogus!
