I agree 100% with the usefulness of libraries but the definition of library has to change.
> a building or room containing collections of books, periodicals, and sometimes films and recorded music for people to read, borrow, or refer to.
That defintion of library is arguably no longer needed (well, maybe as an archive). The average person today can access all of recorded music, most films, and most books of any importants from their phone or computer. They no longer need to go to some building to get access to those things.
You asked for things like pay bills, get healthcare, communicate with government agencies and a place to work on your laptop. None of those fit the defintion of "library".
Arguably we should change their charter and possibly their names to have more of the stuff we do need and less of the stuff we no longer need. Maybe we need more public computers for those that can't afford them. Maybe we need less bookshelves and more desks for places to work. Maybe we need access to other equipment (laser cutter?, 3d printer?). Maybe we need more librarians where their new charter is to help people with these new things, not to organize books on shelves.
