- hooverd 4y agoOrganizations can create an environment which leads to people overlooking or even committing those crimes. It's self-sustaining after a while. It sounds crazy but the FBI practically gives weapons to wannabe domestic terrorists and goes "c'mon do a crime" so they can nab them.
