This happened to one of my relatives recently. The tip-off was that he doesn't have a paypal account! ;-) I called the toll free number just to see what would happen. My call quickly got picked up by an actual person, answering in a way that is not legitimate, plus the "call center" background noise you hear that's very suspicious. Otherwise, it is indeed quite a legitimate looking scam
