Thanks for taking the time to answer! You have helped me understand a few things better. However I also realise now that I phrased my question wrongly and should never have used the word "bound". I also see now that I misread the grand-parent post. Of course these motions would not affect the measurements, and if they did, the rotation of the earth alone would be obvious.
