From what I know professionally, issues during the pandemic existed beforehand. Like a lot of things, the pandemic just exposed or exacerbated them. On the other hand, with the pandemic in particular, I think a lot of what's been attributed to the CDC is really better focused on the FDA or higher-level administrations. Not all of it, but more than seems to be acknowledged. News announcements about revamping the CDC seem to take attention away from other places the scrutiny should be directed at.
