ATM cards only allow you to withdraw cash at a PLUS ATM - https://en.wikipedia.org/wiki/Plus_(interbank_network) https://en.wikipedia.org/wiki/Plus_(interbank_network) , but they don't allow you to make purchases via the MasterCard/VISA interchange network.
