According to this (and other) articles, buried inside is the fact that it isn't "Drought-stricken" or "Western" states that are getting less water. Specifically, it's Arizona and Nevada who are getting less water. California can still take its usual amount (which is why it was not possible to make a "deal" -- California wouldn't participate in the negotiations in good faith since it knew that their pals in DC would punish the less politically-loyal states rather than them should a deal not materialize)
