Of course not. Nobody ever has "We're building the next mass surveillance system for totalitarian regimes" on their company's vision. They'll have "We're building a next-gen face recognition pipeline for airport security" instead. But that doesn't mean the totalitarian regime won't be 10 times as likely to jump on that technology than the airports, that the company is blissfully unaware of this fact, and that money won't talk in the end. But it also doesn't mean you shouldn't work on anything because everything can be used for bad as well as good. Otherwise nobody would do anything.
