I think it had more to do with price then anything. Adjusted for inflation, it cost $7800 when launched. A motorcycle cost less. The technology of the time would have made it hard to get it much cheaper. Contrast with today, electric scooters are cheap and ubiquitous. They can be purchased for less than $300 and deliver on the same promise.
