Competition is the default tool used (but there are built-in exceptions for non-competitive processes that are aimed at the same purpose), the purpose is to prevent (and make it easier to detect, when that fails) corruption. That’s also the reason why the news stories it produces are fairly consistent: it makes corruption that is otherwise routine a noteworthy exception, and even when it fails to prevent it leaves huge piles of evidence around it.
