Apple already scans iCloud photos for CSAM. So does Google, Dropbox, everybody scans online media for known CSAM and has for many years. That isn't what this is about.
This is about scanning data on your device, before it's uploaded to the cloud. That's what privacy advocates fought against, because it opens a very scary door. Nobody wants child abuse, but what about other things that are illegal in other jurisdictions? For example, once that door is open, Russia could force Apple to scan your phone for pro-Ukraine memes, or Saudi Arabia could scan for gay porn.
You carry your phone around every day. It isn't hyperbolic to say your life is on your phone. That's scary stuff.
