Plant 2 trillion trees. I recently read somewhere that the neutral target was 1 trillion, so make it 2. Make it mandatory for all population, age 10-60, to plant 1 or more trees per year. Make a tracking app and bind it to a social credit. If you cannot prove that your planted tree (i.e. ID Tag) is alive and healthy growing, then you cannot get employment, a loan at bank, register a car, driver license, etc.
