In the USA it is called the IRS, here in Sweden we call it Skatteverket, in the Netherlands it would be 'de belastingdienst'.

- h0l0cube 4y agoMaybe 'its effect is understood, noticed and valued' is closer to my intention than 'appreciated'. As appreciation of something that is despised quickly hits a floor, it loses it's correlation, but not to the depth of its sarcastic potential as you've duly exploited.
