I’ve worked on a team that was close to this. The main downside was that the engineers felt like cogs in the machine that had no agency. It’s like we were offshore contractors. The quality of the software wasn’t great. The team tended to focus on meeting deadlines. Turnover was high. Eventually the product manager was fired, the engineering manager quit, and the team got reorged into something fairly different.
